When doing a depend build, if the build fails the next step is to try a clobber
rebuild. But 9 times out of 10, just running autogen again is good enough and
the extra building isn't necessary.

Not sure how good a change this would be, but I do notice this a lot.

There aren't required for 1.0 at all even though they would be nice, so I'm just
marking them all "after 1.0". That doesn't mean they're not important, though.
Maybe later we can revive some of these.
