This is a tracking bug for gnome-screen-saver bug 350716.

This problem still exists at least in the updated gnome 2.18 with orca from trunk.  When the screen locks orca will not speak.  I can still enter my password but until the UI unlocks orca is completely quiet.

Removing target milestone from [blocked] bugs.  We have little control over them, so we're better off letting priority and severity be our guide for poking the related components.
