Please describe the problem:
We can't open a file with accentuated characters in the file name.

Steps to reproduce:

Actual results:
The following error message appear.
Dia:erreur
Impossible d'ouvrir « D:\Documents and Settings\......\Fonctionnalité.dia » en lecture.
