support querying the current language from the client.  Theoretically clients
can just use their own language, however that only partially works for local
cases where all programs run under the same language.  For remote applications
one will have to query the language.

Grapevine is not being used in Nautilus 1.0, so this does not need to be tracked
as part of 1.0 tasks.

There is an attribute for getting the laguage list.  Probably this is as far as
this will go for now.
