Please describe the problem:
When create a new archive in zh_CN.GB18030 locale, the "modified time" column in file-roller window is blank.

Steps to reproduce:
1. Select locale "zh_CN.GB18030" when logon
2. Open a terminal ,type "file-roller" to invoke it;
3. Click "New" button to create a new tar archive;
4  Open nautilus,drag some files into the file-roller;
 


Actual results:
In file-roller window, the column "modified time" is blank.

Expected results:
The real "modified time" value should be displayed.

Does this happen every time?
Yes.

I noticed bug 324154 was fixed however the untranslation issue is not fixed yet.

i.e. the current CVS source is that:
 - "%H:%M" is not localized in get_time_string()
 - ", " is not localized in get_time_string()

I'm attaching the patch.
