When performing operations, such as editing a document, users may often switch between mental modes of writing content and formatting it.  There should be a quick way (both from the keyboard and from the braille display) to allow users to specify various verbosity and text attribute settings.

The addition of app specific and app unique settings have addressed a major portion of this problem.  Closing this as WONTFIX.  If there are specific use cases that arise from real users, however, we can reopen this bug.
