Please describe the problem:
This is an a11y bug for gnome panel notification area. It could get the focus as a whole widget, but failed to give every applet icon focus if user moves focus on it. This may take troubles to a11y users, they could not open a running application which is in the notification area.

Steps to reproduce:
1. Run gaim and stardic, then close their main windows. The icons will be put into the notification area.
2. Press Alt+Control+Tab to move focus onto bottom panel.
3. Press Left/Right arrow key to move focus onto gnome panel notification area.


Actual results:
User could not move focus onto each single icon of running application, say gaim and stardic. Since the main windows were closed already, these application main windows could not be opened by Alt+Tab. This made user fail to open these applications again.

Expected results:
Focus could be moved into the notification area, so that user could invoke these applications with keyboard again.

Does this happen every time?
Yes.
