Great work! I don't think docbook has a language spec yet in gtksourceview does it? Is there a mime type associated with docbook?

Bug 356275 is a language spec file for gtksourceview, which works with the docbook mimetype.

Why this one uses Capitalized description while the other not?

Apart from that I guess it's fine to commit, you are the docbook user so if it's good for you it's definately better than not having snippets at all.

I think it's because it's one of the tags I copied from the snippets for plain XML.

OK. I'll standardize the capitalization and then commit.
Apart from adding the file, what else do I need to do?

just add it in Makefile.am. snippets do not contain translatable strings as far as I know.

(Note that you have to wait for the cvs -> svn migration to be over before committing)

I've updated the file (all lowercase, as the XML tags themselves are lowercase too, and other snippet families are in lowercase).
