Please describe the problem:
When running the Windows port of GIMP development build 2.3.11, runningthe "Starscape" filter causes the filter to produce error messages displayed in the attached.

Steps to reproduce:
1. Launch GIMP on Windows.
2. Create a new image.
3. Filters->Alpha to Logo->Starscape
4.  It will begin to run, then freeze, producing the error messages displayed in the attached.


Actual results:
Freezes and produces error messages.

Expected results:
Starscape filter should run successfully.

Does this happen every time?
Yes.

As per previous bugs I have logged, after clicking on "okay", if the user then seeks to create a new image, GIMP itself will crash.  :-(
