Panel transparency doesn't work for panel "borders" if panel isn't expanded

Please describe the problem: If panel is not set to expand, and its background is set as "solid color" and transparency is > 0 panel background is indeed transparent, but panel "borders" (left and right) don't become transparent, which kind of defeats the purpose of using transparency. Steps to reproduce: 1. open panel preferences 2. uncheck "expand" 3. set panel background as "solid" and increase transparency (eg. 20%) Actual results: panel background becomes transparent, but panel "borders" (left and right) don't Expected results: all panel background would become transparent Does this happen every time? yes Other information: I can provide screenshots if necessary
