The capplet is immediate apply, but the button says "Finish".
It should say "Close"

Close is not affirmitive. It means "make this window go away" and implies to users that their changes won't be saved. It says "Finish" due to this issue being exposed through user testing. The rest of the capplets however, do need to be changed to say Finish instead of close, where appropriate.
