There's no way to Alt-Tab to a child dialogue if the parent window has focus. An example of this can easily be seen in XChat (plain one, not xchat-gnome):

1) open the file transfers window
2) give focus to the main window
3) try to focus the transfers window again using keyboard only

This is quite probably a more general case of window navigation within a group being somewhat flaky and underdefined, there doesn't seem to be a well-defined way to switch through child windows.

Does bug 94682 solve this problem?

Yes, this is the same bug.  We had keyboard navigation screwed up for a long time.  Due to a separate issue (bug 106249) this wasn't a major problem.  Once that got fixed without Thomas' fix to bug 94682, things were basically broken.  We still have a few things to clean up still (see bug 338660), but things finally work again now with recent versions.

I'll go ahead and mark as a duplicate.
