It would be convenient to be able to operate on GstTagSetter interface from gst-launch.

This sort of thing has come up before and we've said no. 

gst-launch is intended as a developer tool for testing particular pipelines and shouldn't become more.

The python bindings with a simple python script are the next set up for simplicity+sophistication.

I agree. Even in C it's hardly any work at all if you use gst_parse_launch() and gst_bin_get_by_name(); can't put everything into gst-launch, sorry :)
