Steps to reproduce:
1. rip a CD to mp3 with lame
2.

audio/x-raw-int,rate=44100,channels=2 ! lame name=enc bitrate=210
160 works fine.. so does 256

What profile does this problem occur for?

MP3 as configured from the ubuntu instructions.  Notice the only difference is the encode bit rate.

Ah, I think this is due to an old/mismatched gstreamer version.  What versions of libgstreamer/gstreamer-plugins-base/gtreamer-plugins-good do you have, and what distro are you using?

Bit rates available in MPEG-1 Layer 3 are 32, 40, 48, 56, 64, 80, 96, 112, 128, 160, 192, 224, 256 and 320 kbit/s
(per MP3 entry on Wikipedia, http://en.wikipedia.org/wiki/MP3 )
210 is not one of those. 
Would be nice if GStreamer gave a better reply than: "Reason: Internal
GStreamer error: negotiation problem"

The official documentation for SJ specifies 192 kbps, and has done since October.
