In the gnome-panel "Add to Panel..." dialog, the separator between the
top two items and the rest of the list seems to be treated as a list
item for the purposes of keyboard navigation.  This requires an
additional up or down keystroke to pass the item, and highlights the
item when "selected", which is non-intuitive.  (Note that for the
purposes of the rest of the dialog, the selected item is whatever was
selected before the separator.)

That's a GTK+ bug: it also happens in the filechooser.
