Hide unused horizontal scrollbar

If the horizontal scrollbar isn't needed, it should be hidden. Most GNOME 2 applications do this. I'll bet this is as easy as adding an option to the scrollbar creation function. This will make the register windows look better and give us an extra register line. Thanks! Other information:
No, no, in fact the register reimplements the scrollbars over the viewport itself, so it's not quite that easy. A future register rewrite should be it this easy.

I am a bit reluctant to just push it into GnuCash 2.2.1 (will be released today), although it seems to work for me. Any further opinions regarding this implementation?
