Please describe the problem:
In the 'To-Create Transaction Preparation' window when I down-arrow to enter the
multiple variables of a transaction with many variables (N > 4) the window of
variables does not scroll down.

Steps to reproduce:
1. Create a SX with multiple variable splits so that when entering the
transaction a few of the variables are unvisible in the Variables window with a
scroll bar on the right. 
2. Select the top variable
3. TAB or down-arrow to the following variable fields


Actual results:
The cursor selects the variables one by one but after the fourth variable (the
number of variables displayed on screen) the focus disappears.  It is now out of
the display.
It is accessing the fields correctly though because you can scroll down manually
to confirm this.

Expected results:
When tabbing through the variables list the selected variable should always be
visible by automatically scrolling down.

Does this happen every time?
Yes

I'm running FC5 (R14152).

Obsolete on trunk, post-15399 (sx-cleanup branch merge).  The code that exhibited this problem is gone; it's unlikely the replacement code has the same problem.
