If you have XMP tags embedded in an external file, this file is not copied with the photo to F-Spot's photo directory.

A bit related to bug #325366 – F-Spot fails to import video files from directory folder

:) Forgot to specify that the xmp sidecar is usually called same as photo but with extra extension as .xmp

No it is not.
bug #338360 is about storing the XMP data in sidecars.
this bug is about copying the sidecar file together with the photo when importing a photo that has a sidecar.

This is only relevant when the photo format (raw?) do not support embedded xmp tags.

It must be taken into account that several programs (including Adobe's own, like Lightroom) do not include the photo suffix to the XMP filename (DSC_1100.CR2/DSC_1100.XMP) even though the XMP documentation says otherwise.

From XMP Specification September 2005/Adobe Systems Inc:
"For applications that need to find external XMP files, look in the same directory for a file with the same name as the main document but with an .xmp extension. (This is called a sidecar XMP file.)"

Import has been rewritten and restructured, so this should be updated. It should be much easier to do so now though.
