Please describe the problem:
The 'Forward' button in the GnuCash XML Import Druid is not getting activated 
after all strings have been assigned an encoding.  My data file has a single 
ambiguous string.  The default encoding comes up as UTF-8.  I select the 
encoding for the ambiguous string, but the forward button remains greyed out.  
If I toggle the default encoding to a different setting, the forward button 
becomes active.

Steps to reproduce:
1. Copy 1.8.12 data file.
2. Open copy with SVN version 14083
3. The import Druid comes up.
4. Select encoding for single string that is ambiguous.


Actual results:
The forward button remains greyed out.  

Expected results:
The forward button should become active since all ambiguous strings have been 
assigned an encoding.

Does this happen every time?
Yes

Other information:
The attached patch fixes the problem for me.
