That bug has been opened on https://launchpad.net/distros/ubuntu/+source/gnome-system-monitor/+bug/40280

"In gnome-system-monitor the default setting is that it displays "CPU time".

In my point of view it is more important for most users that they can see which process causes high CPU load instead of how long a process uses CPU.

So I think it's better to display "% CPU" as default value.
