If the workspace switcher is in a vertical gnome-panel, the accelerators are
Ctrl+Alt+Up/Down Key and if the the workspace switcher is in a horizontal
gnome-panel, the accelerators are Ctrl+Alt+left/Right Key. 

Both accelerators should be usable whatever the position of the gnome-panel
where is the applet.

Nope. This is a bug in the workspace switcher: it shouldn't display a vertical list on a vertical panel.
