new windows sometimes open below other windows

Please describe the problem: With focus mode set to 'mouse' new windows sometimes flash on to the screen, but are then lowered underneath other windows. Steps to reproduce: 1. use gconf-editor to set focus mode to 'mouse' 2. open 3 gnome-terminal windows that overlap, so one is clearly below the other two. 3. Use the command line to start an application that opens another window (mplayer with a movie that's big enough to take up most of the screen is a good choice - another good way to see it is to maximize the gnome-terminal and then start an xcalc or xterm or whatever), If the window is placed so that it overlaps the window from which it was started, it will be placed underneath it. Actual results: The new window opens underneath the current window, often making it completely invisible. Expected results: Should start on top (but without focus, unless the mouse pointer is in the window). The focus issue was a long-standing pet peeve of mine - but it seems to function properly now - new windows only get focus if the pointer lies in them. Does this happen every time? Other information:
