Please describe the problem:
When I could to save my diagram on the path which use national character
(czech), the program issues an error. Saving diagram on "normal" path is without
problem.

Steps to reproduce:
1. Create any folder which name contain national character
2. Save any diagram onto this path
3. 


Actual results:
error is issued

Expected results:
be saved :-)

Confirmed with a folder containing an ä.
GTK+ Version is 2.8.15.

Yes, a bunch of work and IIRC dependending on glib-2-8 at least.

to remove "0.95-pre7" I need to shuffle even closed bug to a different version ...
