Please describe the problem:
I am unable to load an image which is on the Internet using 'Open from a
location', with the Windows port of GIMP.

Steps to reproduce:
1. Menu 'File/Open from a location'
2. Enter an URL (for example : http://gimp.org/images/thegimp.png )
3. Press enter!


Actual results:
A dialog box appears, telling me that it's not possible to load the file, giving
me the path of a local file, which is the concatenation of the URI and my
windows profile directory.

Expected results:
GIMP downloads and opens the image.

Does this happen every time?
yes.
