An launcher for which "Lock to panel" is set cannot be drag-copied to the desktop.

This somewhat scuppers the discoverability of copying panel launchers to the desktop, since many distros ship with launchers on the panel locked.

Well, but on the other hand - if they are locked to panel, why should they be draggable?
As for distros locking the launchers to panel, I'd say take it up with them.
