Profile based encoding is needed for gnome-terminal

Please describe the problem: The current gnome-terminal does not have the profile based encoding so it cannot configure the default encoding for the display. Steps to reproduce: 1. 2. 3. Actual results: Expected results: Does this happen every time? Other information: I'm attaching the snapshot and the patch.
