Currently, Tomboy doesn't reopen the windows that were open when last it was
closed.  This would be nice, especially for those of us who use Tomboy for our
Todo lists. ^_^

Also, I would say that the windows would look better if they didn't have any WM
borders.  However, that may be an extreme opinion, so I would also suggest that,
as-is, the title be taken out of the note itself, since it's already in the WM
title.

Lastly, it would be nice to have an option to hide Tomboy notes from the
taskbar.  Again, with many notes open, this can be frustrating.

The first one should probably be fixed and is a dup of #305118.

The other two are trivially done by writing a custom plugin, so please take a crack at writing one :)
