How to reproduce:

Add enough buddies to have the vertical scrollbar visible.
Go to the end of the list.
Wait until someone goes offline.

The list is not scrolled up, so we'll now have a little bit of empty space after the last buddy.

So, when a buddy goes offline, make the last item be in the lowest part of the visible area.

I think that's a gtk bug.

Yea I think Kris knows about this and he still has to fix the GtkTreeView.
