This is with Evolution 2.4 with GNOME 2.12 on Solaris x86.

In the mail view with Evolution, use the Tab key to get
Focus in the message header pane. Hit Enter to bring up
a new window containing that current message.

Now if you use the Down Arrow key the whole message view
"pages" to the end. What I was expecting to happen was the
focus would shift from the From: line to the To: line.

If you initially hit a Tab, then focus will do to the blue
email address on the From: line. The down arrow (and other
arrow keys) work just fine then.

Are you opening the caret mode? You can press F7 to turn it off. This may fixes
you problem.

Press F7 to turn it off, and you can use the arrow keys.

Turning off caret browsing unfortunately is not an 
acceptable solution.

This problem also happens when pressing enter on a message from the message list such as the inbox.  Users will not find it a workable solution to continuously turn browsing mode on and off.
