There could be some way to view file or directory notes without go to propreties
and notes. For example a sort of tooltip when i still on an icon for some seconds.


Other information:
I think that there is also a problem with the notes icon the it is added to the
main icon. It is too big and make the icon too different against others icon on
desktop.

Thanks for your bug. If you use the browser mode you have a note pane. The non
use of tooltip on mouseover is a choice, not a bug.

on mouse over will be appear a little + over the icon (or another symbol). 
When you click it we have the tooltip with the notes. This could useful for
desktop icon and for nautilus when it isn't in a browser mode.
