I don't think this is a GDM bug. Not all people who use GDM are using the GNOME desktop. Although setting up the photo has been integrated for GNOME users in the about-me applet, users in KDE or other desktops may need to use photosetup. If your distro is GNOME only, then your distro may opt to not include this binary. I'd take it up with them. It might be nice if GDM had a configure option so it can be told to avoid building/installing gdmphotosetup so people can easily configure this rather than having to mess with the packaging so much in the spec file.

Thanks, I updated that bug with some comments. We'll see where this goes. The fix for this will likely involve some work on both sides (GDM2 and control-center).
This was fixed by adding a NotShowIn=GNOME; entry to the gdmphotosetup.desktop.in file. Distros can decide whether to remove the program and desktop file completely if they wish to not support other desktop environments.
