The HIG doesn't specify how far a window should scroll on Page Down / Space /
clicking in the scrollbar trough. Different people have implemented this in
different ways. Eg:

Bug 163710: scrollbar jumps too far [in gucharmap]
Bug 317060: evince scrolls a non-useful amount on page-down

Hmm, looks like you're right... I remember writing something about this, but it must have been for the 
accessibility guide.

(Table 10.13 does say "Scroll selected view by one page up/left/down/right" for [Ctrl+]PgUp/PgDn, I guess 
we could refine that description, but it probably needs to be explained somewhere more prominent 
anyway.)
