Why not make it an option available in Preferences or (if that is still too
dangerous for beginners) in gconf-editor ?

Please :)

I understand that letting a beginner move his window off the top of the screen
can give him a heart-attach (Help! Where is my title bar!!!) However, I think
this feature should be available to more experienced users.

This functionality is sometimes very useful! Consider working in your editor on
on top of an opened pdf document. You really do not want to waste the
screen-space for the title bar and menus, yet you cannot use full screen mode,
because you need your editor on top.
