Restart the timer even if the update fails

Without this patch, when the update fails, the fault counter is increased but
the timer is not restarted, so nothing else happend.

BTW, I'm not sure this "fault counter" is usefull. I'd remove it.

Sebastien: downstream report indicates that this bug is actually meant to be
against 2.10.

Michael: Hi. We know about this problem and it has been fixed in the GNOME 2.12
version of gweather.  When you upgrade to breezy you'll get the fix.

distro bug has no mention of the version when forwarding, I've asked for the
version and was going to update this one on the reply but you went faster on it.
