Please describe the problem:
it is possible to make the place-in-document slider disappear below the
scroll-down button in the character table tab.  when browsing a font/script with
a sufficiently large collection of characters to warrent an active scroll bar
the mouse wheel can be used to scroll below the threshold of the font/script's
content.

my explanation is crap.  screenshots:

Steps to reproduce:
1. open character map
2. find a font or script with a large enough collection of characters that it
has an active scroll bar
3. scroll to the bottom of the character list... and beyond!

I think you are saying the same thing as bug 312001, right?
