1. Right click foobar.tar.gz, click "Extract here".
2. You get foobar.tar.gz_FILES/foobar/files. 

The foobar.tar.gz_FILES-directory is in 99.9% of the cases unnecessary because
the archive supplies its own toplevel directory. I guess the feature is there to
prevent archives that usually doesn't have a toplevel directory (like
.zip-files) from spreading files around. But please add some intelligence to
file-roller so that the redundant foobar.tar.gz_FILES directory isn't created
unless it has to be.
