A bit of background:

I receive mail from a lot of mailing lists so have filters on the mail to move
each message to the list to a particular folder.

At the moment I have 98 filters, and will be adding more as I subscribe to
particular lists.

These filters are ordered (top to bottom) as in most cases, the rule ordering
counts with particular mails to and from particluar accounts being filtered
differently.

RFE:

It would be very useful to have `move rule to` 'Top' and 'Bottom' (above and
below the 'up' and 'down' buttons). So I can shortcut having to press 'Alt-D'
90-odd times to move a rule to the top of the list.

At the same time, or in place of, being able to drag and drop the rule (with
auto scroll when it reaches the border of the viewport) for the same reason.

Alternatively, though probably more difficult to implement would be filters per
email account. I have 6 mail accounts and have to order the filters for
different actions per account; so having a list of filters per account would
pretty much null-ify implementing the above two features.

Also, thanks for an excellent email app :)

top and bottom buttons is a duplicate of bug 205616.
drag and drop support is a duplicate of bug 200975.

Erk. Duplicate, sorry. 

I did look; maybe I need to brush up on my bugzilla search skills. 

Looking again, these 2 bugs are nearly 5 years old. I'm going to go see if I can
write a patch for these now.
