Please describe the problem:
After switching to the panel and using the menu (without the mouse) switching is
impossible.

Steps to reproduce:
1. Alt + Ctrl + Tab switching to panel
2. Move to a menu bar with the arrow keys.
3. Open the menu
4. Close it with Esc (you will need to do this twice to escape from the menu applet)
5. Try to any switching, using Alt + Tab or Alt + Ctrl + Tab 

Actual results:
Nothing, unfortunatly.

Expected results:
The abilty to switch between panels and desktop / other windows.

Does this happen every time?
Yes

I can reproduce this with the 'main menu' applet.
