I'm not sure if this is right place to post this bug, but I didn't think it
would fit in gnome-themes because the icon themes that I tried all do the same.

Steps to reproduce bug:
1.)Drag a large (file) icon over an icon on the panel (to open the file with
that program on the panel e.g. drag essay.sxc to openoffice writer icon on the
panel.)

When you try to drag a large icon over a small one, since the one being dragged
is large compared to small one, it's really hard to see where you go it or not.

What I would suggest should happen, is the opacity of the icon being dragged
should be probably 10% of orginal.
