There should be a way for the user to override document restrictions, for
example with a gconf key.

Gconf key sure, but I don't want to see any UI for this.  Also, it should
probably be left up to the distro to have this gconf key stuff enabled.

"Allow user..." seem redundant, every pref allow user to do something... Also
you miss the dot at the end. What about:

Override document restrictions, like restriction to copy and to print.

Now I'm not sure if we can get this in... GNOME is feature freezed but evince
is not yet a GNOME module (just proposed).

PDF is a standard, we just try (and in fact I think we must) to follow the standard. I agree it's very annoying when a document has restrictions though.
