When screen alignment is changed, lets say to 180°, Gimp handles the
digitizer/pen  Input as if the screen alignment were still at 0°, resulting in
the GIMP cursor moving in the oposit direction of the digitizer and windows cursor.

Sounds like a duplicate of bug #145430.

It is certainly not something that GIMP should have to care about. Reassigning
to GTK+ so that they can decide if it's the job of GDK or the wintab driver.

I agree with Michael, it looks like a duplicate of bug #145430 (which I think is
a bug in the wintab driver for tabet pc)
