* Install a .desktop without a Category under /usr/share/gnome/apps/Internet
* look on the panel Desktop menu

there is an Internet submenu with a folder icon instead of the internet icon

This is due to the "<LegacyDir>/usr/share/gnome/apps</LegacyDir>" for settings.menu.

This LegacyDir should probably be changed by something matching only the Desktop
menu categories

The <LegacyDir>s just shouldn't have been there at all

Fixed on HEAD and gnome-2-10
