In the composer window, the menu Insert->Smiley could be difficult to use
if gconf key /desktop/gnome/interface/menus_have_icons is false.
A good compliment would be a Gaim-style smiley button in the formatting
toolbar, with a popup chart showing all the smileys as WYSIWYG.

Sounds reasonable.  I'm going to merge this into a more general composer enhancement bug where we're tracking other stuff like this.
