Properties: Text dialog - To open, choose File > New > Mail Message, then 
choose Format > Text.

1. s/Properties: Text/Format Text    (In titlebar)
2. s/Strikeout/Strikethrough 

This bug blocks bug 246224.

yeah, I agree. That dialog should be HIG'd too (frame removed,
grouping using suitably sparingly, etc.)
