While addressing a mail using Select Contacts from Addressbook and the user
adds recipients to the BCC field, after adding and returned to the Mail
Composer, the BCC Field (or To or CC fields for that matter) should
automatically be shown if it isn't already.

This is obsolete. Current stable evolution (3.20.0) shows in that dialog sections only for the headers which are shown, thus it's To, then optionally CC and optionally Bcc.
