I often have the need to perform tasks on mails based on user decision (ie
a standard filter except the decision to feed messages to the filter can
oly be done by me).

For example :
- trace a message for relevant abuse@
- tell the spam filtering program a message is spam/ham
- send it to another account/a shell script for archiving, etc

So I'd like to define folder-based filtering ie every mail I move to a
special folder is processed by a filter after a grace period or at shutdown
time (just like outbox sends mails)

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. 
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/Community/GettingInTouch/BugReportingGuidelines
and create a new enhancement request ticket at
  https://gitlab.gnome.org/GNOME/evolution/-/issues/
