Description of Problem:
when click "Create New Folder" with vfolder, it always failed, so should
disable the menu item, or redesign the handle method.  

Steps to reproduce the problem:
1. select one vFolder
2. right click 
3. select "Create New Folder"

Actual Results:
fail always

Expected Results:
can create a subvFolder based on the selected vFolder, say, subvFolder's
conditions must be a subset of it's parent vFolder's conditions.

How often does this happen? 
always
