Example given, attach a swedish text (iso-8859-1) to a message.  It is
attached as text/plain, but no charset is set (the encoding is properly s
though).

Probably need to ask the user for text attachments what charset they are
(almost in all cases i'd suspect, especially given the example was a po
file, which of course may be in anything).

This bug was marked RESOLVED without a resolution, which Bugzilla does not allow (and so I am fixing it). It is assumed that the bug was intended to be marked as FIXED. If the bug should have some other resolution, please change its resolution.
