If there are one or more unfinished sessions on the machine, gdm should display
double warning before actual shut-down.

Configuration option, which will reject reboot/shutdown, if there are active
session, will be useful.

This could also be fixed by making the options work like SET_SAFE_LOGOUT_ACTION so that it waits until all users have logged out before executing the command.  Or perhaps the pop-up warning could give the user the options of "Shutdown now" or "Shutdown after all users have logged out" and "Cancel".

I have reproduced this problem, and I think the attached patch fixes this problem.  Now committed to 2.18 and SVN head.
