Distribution/Version: Debian unstable

1) Open a website in current tab
2) Open a new tab via smart bookmark with Ctrl-Return so it opens in background
(Google works fine)
3) just to be sure: wait until new tab is done loading
4) use down-arrow to scroll

expected: the current tab gets scrolled down

what happens: the new tab that was opened in the background gets scrolled down

This is a duplicate of big 72125, which was fixed in galeon 1.3.20, now in
debian testing.
